On August 16, the Russian Embassy in China announced that the Sino-Russian energy cluster gas cogeneration project has started in the Harbin New Area, and that Russian Consul General in Harbin, V. Oshchepkov, met with representatives of Xuanyuan Group, the initiator and investor of the project.
Implemented with the support of the local government, the project is a complex of buildings and facilities. It can accommodate Russian and Chinese companies specializing in the oil and gas, coal and chemical industries using modern technology as well as biotech companies.
The energy cluster is equipped with a coal-fired power plant and uses Russian gas from the Power of Siberia eastern gas pipeline to China. Its cogeneration power plant will provide electricity and heat to local consumers.
